Japan gets about 9 percent of its electricity from low- carbon sources. Kan has called for that level to increase and for the country to phase out atomic energy after the March 11 earthquake and tsunami crippled Tokyo Electric Power Co.ís Fukushima nuclear complex. Before the crisis, atomic plants supplied about 30 percent of the countryís electricity.

The legislation will become effective on July 1, 2012, and require utilities to buy electricity generated by renewable sources including solar, wind and geothermal at above-market rates. The trade and industry minister will decide rates and periods after consulting with experts and other ministers.

ďAs an intensive measure to expand the use of renewable energy, the minister will give special consideration to the profit power suppliers receive,Ē according to the clean-energy lawís supplementary provisions.†

    Currently the tariff for surplus solar power generated by homes is 42 yen a kilowatt-hour. 

    That compares with the grid electricity price of 13.77 yen a kilowatt-hour for commercial users, according to data from Japanís Agency for Natural Resources and Energy.


    Biomass and waste to energy will also get some decent feed in tariff rates.

    Japan is a group of islands.
    Japanese mentality is predominant here.
    Japan never could realize its geographical, natural, climatic conditions coupled with the demographic expertize.
    Not only Japan is a group of islands but, Japan has the advantage of vast shoreline with which it can derive wind energy so substantial to meet its requirements had Japan restricted itself only to manufacturing electronic and electronic gadgets which could have been shipped and another important dimension is the art.
    Japanese art is still a sought after one and forest produce offers major share of raw materials for art.  So, having more than 70% forest area and having a vast shoreline Japan could have grown in the dimension of sustainable development had they utilized their limitations as advantages.
    If they are realizing this now it is for better.
