LanzaTech has been doing some interesting experiments with IndianOil, with one of them being the utilization of waste gases at the refinery and converting these to ethanol through a unique fermentation pathway.
I reckon the effort mentioned in the quote is an extension of this, where the bioethanol is converted to jet fuel through the ATJ technology.
